After reading the Peace and Stateebuilding Goals of the Somali Compact (SC), we came to suggest to you to create a task force for Puntland to tackle the best alternative with the best options in which Puntland could benefit the �New Deal for Somalia�.

Parallel to that task, we suggest you to form a winning team (dream team) that could prepare all possible projects that need to be submitted by the deadlines in the PSGs of the Somali Compact (for example, some of the deadlines are in mid 2014). We are hoping that you sorround yourself with knowledgable sincere Puntlanders who will get the right share from the funding of the �New Deal for Somalia�.

Some of us prefer that Puntland gets an arrangement similar to that of Somaliland, others want Puntland to get the 29.8% rather than 26%. Depemdimg on the alternative and opsstions Puntland chooses, there is a need to have projects ready to be submitted before the deadline.

The following are some examples that could be considered to be planned and proposed.

For Example: Priority 2 of PSG 4

Priority 2: Expand opportunities for youth employment through job creation and skills development

PSG4: ECONOMIC FOUNDATIONS

STRATEGIC OBJECTIVE: Revitalize and expand the Somali economy with a focus on livelihood enhancement, employment generation, and broad-based

inclusive growth.

We focused on Youth Employment, Livelihood Enhancement and Employment Generation with some creativity. There could be more than 18 project plans that could be submitted before the deadline.

Yes, we have the five year development plan, but we cannot afford to be lazies.

Following their guidelines, we came up with some feasible projects that could be also funded from other sources if the management of the Somali Compact (SC) declines its implementation.

Introduction for the Creation of Jobs for Puntlanders.

Your Excellence Mr. President,

If you want to help people, ask what they want and not what you or other politicians think they want.

Many people think that Puntland’s security is the most important issue in the political arena; followed by the return of the missing land of Sol and cayn. As this might be true in the mind of many politicians who used the security issue as the platform of their campaign, the non politicians give priority to the widespread unemployment as the cause of many problems of Puntland.

Demographically, the population of Puntland is very young and unemployed with a large number of youth joining the labor force every year without any prospect.

The youth cannot afford to be unemployed in the cities without any security net. Some of them turn into crimes as a way to survive while others seek refugee status or employment abroad without any documentation.

It is a fact that the desparate youth is generally exploited by individuals and interest groups who use the tribalism and nepotism card as a tool to recruit the needy and the naive youth to stir trouble in order for these interest groups to reach their selfish political and financial ambitions.

The rampant unemployment, under-emplyment and hidden unemployment is the main cause of the lack of security in the state of Puntland.

What exacerbates more is that the large number of unemployed population is unskilled and unemployable even if there would have been some jobs.

One might be asking what to do with the unskilled unemployed youth? How and where to find enough jobs for them? Could the needed skills for simple jobs be taught in a short time?

The following few projects are samples of the creation of jobs for Puntland. The montra for the administration should be Jobs, Jobs, Jobs and jobs. The first project is:

Forestation of the Arid and Semi-Arid Land of Puntland.

This project fits many requirements of the PSGs such as food security, increase productivity, livelyhood enhancement and youth emplyment. In addition of Priority 2 of PSG 4, it also meets Priority 3 of PSG 4. Priority 3: Promote the sustainable development and management of natural resource..

The main objectives of the forestation of the arid and semi-arid land are multifaceted.

It is a clear fact that many Puntlanders are unemployed. Therefore, the first objective of this project is to generate jobs for the unemployed.

The second objective is to increase the production of the state in the long run.

The third objective is to fight against the deforestation and desrtification of the land (environmental). There are also other direct and indirect objectives.

As many people know, there are lot of countries that exceeded their quota of the pollution level (link with the Kyoto Protocol). Even though many industrialized countries limited the emmission of their pollution through very regorous and effective legislations, but still they can not meet the required standard. Because of heavy taxation as a deterent, some of their industries such as coal based power plants were forced to close, others are barely staying alive.

To offset and increase their quota of pollution, they contracted with less developing countries through emission trade contracts.

Puntland is going to benefit the situation by contracting some countries through the trade of emission.

The countries that will contract with Puntland will use the rights of Puntland in exchange of projects that will create jobs for Puntland.

Furthermore, the countracted industrialized country would prefer to increase its emission cap by planting trees in Puntland. Through a complex formula, each plant produces an ammount of oxygen that offsets certain ammount of emmitted pollutants.

The new administration of Puntland will assign a portion of land for forestation in each province of the state.

There are variety of plants that could be planted in the arid and semi-arid lands.

For example, in the first year, the new administration will assign 43 square miles (could be more) in each provinces of Puntland for frestation.

One would argue about the lack of water as the main obstacle of the project. Others might use the moral argument of selling the rights of Puntland to foreign countries.

Let us tackle the first issue of the lack of water. Even though there are seven underground rivers in Puntland, water is still a rare commodity for many parts of the semi-arid State of Puntland.

The lack of technology and human capital in the state forced us to be creative.

The basic concept is anchored on planting drought and pest resistant trees.

The project managers will select species of plants that adopted to survive and thrive in dry desert, semi-desert, arid and semi-arid land with extreme heat environment.

Apart from drought resistant native plants such as frankincense, myrrh, accacia, palm date, the project introduces planting other economically productive plants which are drought and extreme heat tolerant fruit trees that could be harvested in short period of time.

One Km square will be dedicated for the cultivation of drought resistant crops mainly for the use of the workforce employed in the reserved areas for forestation.

Similarly, one square Km is dedicated to grow vegetable for the workers of the project. In this square Km the management will plant drought and pests tolerant vegetables, herbs and small fruits. The output of this sqaure Km will be for the consumption of the workers and the locals.

A segmented square Km will be set aside for polinations purposes for bee business, plant nursey, experimentation, research study, training center, vocational school for the workers, residential and recreation area for the employees of the projects.This fits partially Priority 4 of PSG 4.

Since parts of the state are mainly arid and semi-arid, the administration will focus in planting fruit trees that grow in desert regions and prosper in arid and semi-arid regions.

Fourty of the fourty-three sqaure Km will be divided for the various types of plants such as citric fruits (bitter oranges, lime, latifolia, lemon, grapefruit, tangerina, etc.,.), variety of figs including Somali figs (canjeel, daray, etc.,.), pomegranate, grape, mango, palm dates, frankincense, juta, aloe vera and most importantly jatropha plant. Because of its importance, in the project planning and in the project proposal jatropha plant takes the center stage of the whole project. Since there are variety of species within the jatropha family, the project plan diversifies the cultivation of jatropha.

In the first year the project managers select planting several drought, heat and pests resistant spieceos of jatropha in several provinces of Puntland.

The list of the economically viable drough, heat and pests resistant exceed more than 65 types of fruit trees. The management of the project selected few of these types to be planted.

While at it, the management could add two extra miles dedicated as sanctuary for herbivorous wildlife, in which on a later date could be transferred to the forestated areas..

The second argument to use as an obstacle for the project is the moral issue. Because of international organizations such as United Nations Development Program (UNDP), The UN Multi-partner Trust Fund (MPTF) in context with the Somali Compact, , World Food Program (WFP), United Nations Food and Agricultural Organization (FAO), International Fund for Agricultural Development (IFAD) and other similar international organizations willing to fund such project would silence the critics of the project. Furthermore, the project could be funded from a fraction of Puntland’s share of the $4.421 billion in the "Somali Compact-SC" in which the project meets all the required conditions in the "New Deal for Somalia".

Apart from western philanthropic foundations )saving forest and animals) and international development organizations pleased to fund and implement such a project; there are oil rich Arab countries eager to step in and help their brothers in Puntland.

Several other non contributing Somali Compact (SC) EU countries are willing to help Puntland to execute such a noble project. Don’t forget that there are several Asian countries hoping to step in to help Puntland in such a great project.

There is no need to sell Puntland’s emission quota to foreign countries. This could be used to defend the moral issue by not using the sale of emission rights.

But think about it. Puntland could get a financial reward while doing good for Puntland. Why not get the financial reward in exchange of sale of emission rights, if Puntland is doing the project anyway?

In addition of creating jobs for the unemployed youth, these plantations will contribute to the economy of the state in the long term. In addition, it will increase the forestation and aesthetics of Puntland. There is possibility thatt this project increases the turism sector of the State of Puntland.

Remember an important element of the forest is that it attracts rain. Goodby droughts in the state of Puntland.

What will be the benefits for Puntland in this contract either with a foreign country or with international organization?

First benefit is the creation of jobs to the unemployed Puntlanders. The unemployed will take part in the project of planting trees in the assigned zones of all the provinces of Puntland. It will all depend how much land the government allocates specifically to the forestation projects.

The contracting countries (if this is the case) are willing to increase the rate of planting more trees per year. This project will be all year long creation of employment.

Some of the plantations such as citrous fruits, mango, etc., need water in the first three months and they will grow for their own, while others need no water.

There is a real water shortage in certain areas of several provinces of Puntland. Despite the difficulties, geological studis show that the groundwater supply is near the surface in all the provinces except one province.

Hurdles for the project could arise when the administration assigns the zones for forestation.

Lot of tribal chiefs are money oriented and would object any project beneficial to the population unless they are paid some money. Sincce everywhere in Puntland is a tribal land, the government could use the existing Somali laws that gives public interest precedence over private or tribal property.

Public announcements have to be made in the local media and through tribal elders on traspassing the forestation zone. The nomads have to be informed on the consequences and the fines on all traspassers of the fenced forstation zone.

Strict rules and regulations for not entering the zones need to be enected by the legislators.

Funding of this project could come from several sources depending on its objectives.

If it is viewed as an environmental project to fight against deforestation and food insecurity, there are several bilateral and multilateral sources of funding. EU has already some programs of that nature in Puntland.

If it is viwed as a project of economic development, there are many sources of funding available in which the state of Puntland could request assistance.

Though the funding sources are limited in comparison of economic development project, when the project is viewed as a generator of jobs as we intended, the funding sources are still available.

If Puntland succeeds to get a special arrangement (like Somaliland) in the Somali Compact of the �New Deal for Somalia� not only this multifaceted project but also many other useful high priority projects will be implemented.

In the next project, we are still focusing on Livelihood Enhancement and Employment Generation in the same PSG 4.

PSG4: ECONOMIC FOUNDATIONS

STRATEGIC OBJECTIVE:

Priority 1: Enhance the productivity of high priority sectors and related value chains, including through the rehabilitation and expansion of critical infrastructure for transport, markets access, trade, and energy

Possible ministries that could partecipate in this pproject are Ministry of Planning and International Relations, Ministry of Labor and Youth, Ministry of Agriculture, Ministry of Finance, Ministry of Interior and Local Governments, Ministry of Environment, Range, Wildlife and Turism; Ministry of Information, Ministry of of Animal Husbandry, and Ministry of Security.

Employment in the fishing sector of the economy.

In addition of creating fishing cooperatives through state investment and international assistence, the new administration of the regional state of Puntland will re-evaluate all the issued fishing licenses to foreign fishing fleets that were banned.

Those companies, corporates or countries that follow the directives imparted from the new administration will obtain extension of their contracts. Those who are not willing to create employment for the Puntlanders will not receive reinstatement of their licences.

Furthermore, since most of them did not follow the guidelines of the contracts, it might be wise not to approach this direction. The reason that we introduced this concept is that we have to choose between two evils. Unemployment of Puntlanders and re-issuing fishing licences to fishing fleets that are already fishing in the Somali waters illegally (despite the ban). But this time it will be under the watchful eyes of the new administration.

The new administration will introduce a new policy for the fishing fleets, companies, corporates and countries or what have you, that would like to invest in fishing sector in the regional state of Puntland. The fishing licenses will be linked with investing in the state through building light fishing industries that would provide jobs to the unemployed Puntlanders.

In addition of the economic growth, the main objective of this policy is to create employment for the population of the region.

Local businessmen and diaspora will be encouraged to become shareholders of these fishing factories.

Puntland is blessed to have a long coast rich of marine resources and could employ more than the population of Somalia let alone Puntlanders.

It is the intention of new administration to safeguard the coasts of the regional state of Puntland from illegal methods of fishing such as carpet bombing of the ocean floor, the use of floor scraping fishing nets that destroyed the reproductive habitat of marine resources and illegal fishing fleets and those dumping toxic waste. There are many things in which the new administration will do to safeguard the coasts of Puntland. An exampple would be that the new administration will put an inspector on each fishing boat licensed to fish in Puntland with the goal of monitoring the method of fishing used and their daily catch. Multiple fishing boat using copies of the same license will not be tolerated.

The new administration will put an effort to regularly patrol the coastal areas of Puntland to reduce if not totally eliminate the illegal fishing in Puntland.

In addition of the existing contracts with companies fighting piracy on both the federal and regional state side, the administration will request additional assistance from several countries to guard the coasts of the regional state of Puntland not only from pirates but also from illegal fishing and dumping of toxic waste while training its own people to do the job.

This fits also Priority 4 of PSG2: �Develop an effective maritime security strategy within the framework of the Maritime Resource and Security Strategy�.

Possible partecipants of this project would be the Ministry of Planning and International Relations, Ministry of Labor and Youth, Puntland Minister of Fisheries and Marine Resources, Ministry of Transportation, Ministry of Public Works, Ministry of Security and Ministry of Information.

Poultry
Poultry business is not popular in Puntland. In fact the eggs used for bakery are imported from Yemen.

Despite the wide spread lack of knowledge of the diseases that could wipe out the poultry economic sector or reduce the discouragement of initiating poultry business, the new administration will put an effort to seek assistence from other countries that could train the Puntlanders in the business of poultry. It will be in the five year plan of the administration to build an educational center in each province of the regional state of Puntland. Furthermore, in order to encourage the partecipation of the private sector in the business of poultry, the government will set up a state owned poultry business in each province of the state.

In addition of the increased income tax revenue associated with increased production and economic benefits, the main objective of these projects is to create employment.

Possible minitries partecipating this project are ministry of Planning and International Relations, Ministry of Labor and Youth, Ministry of Agriculture, Ministry of Animal husbandry,, Ministry of Finance, Ministry of Interior and Local Governments.

Transportation Infrastracture

Another great project that could provide employment to the unemployed youth would be the public works in building arterial roads that could interconnect the small cities with the major urban areas.

There are sevral provinces that lack the basic transportation infrastracture. A project similar to "Old days Somali crash program on highways" in which the government puts a major effort in building roads and highways could absorb and take a huge bite on the number of the unemployed Puntlanders.

As an economist, Mr. President, you know how the United States got out of the depression of the 1930s. That is when most of the interstate highways were built.

Even though not visible, currently, there is a program connecting certain municipalities to the main highway of Puntland.

We are sure that there will be donors contributing to the construction of the major highways. The justification would be that Puntland is fighting against pirates. Therefore, we need coastal highways interconnecting with the interior of the state. Just imagine a highway connecting Garacad to Las Qoray passing through the coastal cities of Eil, Bender Beila, Hafun, Hurdia, Bargal, Toxin, Bereda, Calula, Xabo, Geesaley, Murcanyo, Qandala, Buruc, Bosaso, Qaw and Las Qoray.

Infact, Priority 4 of PSG 2 (Somali Compact) enforces the need to build transportation infrastructures for security reasons.

Priority 4: Develop an effective maritime security strategy within the framework of the Maritime Resource and Security Strategy.

Possible partecipants of this project would be the Ministry of Planning and International Relations, Ministry of Labor and Youth, Puntland, Ministry of Transportation, Ministry of Public Works, Ministry of Security, and Ministry of Information.

Considering the role that keynesian multiplier factor plays in the labor market, the increased opportunities of employment will not be limited only to the jobs created through the projects but other jobs by businesses catering to the newly employed population will be created in the primary, secondary and tertiary sectors

Again we would like to emphasize that the mantra of the new administration is jobs, jobs, jobs and jobs.

In all seven examples shown above, the main objective of the new administration is to focus into the creation of wage and salary jobs and reduce the number of the population engaged in the low productivity informal activity based on household enterprise and small petty commerce.

The second objective of the new administration’s policy on employment through these job creation projects is to increase the productivity of the workers and their earnings through training and improved skills.

The new administration believes that once the majority of the population is employed, the security of the region will be improved.
It would be wise to establish a committee or a task force composed of very knowledgable individuals on the subject matter that could discuss and debate ways to create jobs for the unemployed masses. There are several well known knowledgable professors on macro economics, labor market analysts and sociologists currently residing in Puntland.

Mr. President, did we mention that all the above projects and other similar projects aimed at generating jobs in Puntland could be financed through Other Specific country’s International Aid Organization.
