The town of Warren, Rhode Island has hired the civil engineering firm, Woodard & Curran Engineering Company to design the new wastewater treatment plant near the main street in town. You are the senior project engineer assigned to handle the design and build aspects of the new wastewater treatment plant. You must make sure that all designs are completed by May 1, 2010 and that the bid is awarded on the final week.

Here is the scenario. The site has been surveyed, the soil has been tested, and the town has been notified to release the bid advertisement. However, there have been some problems that must be dealt with about the project.
