reforms are seen as useful risk management devices that increase the pressure on corporations and their management to avoid these problems without inhibiting the potential for those corporations to be

entrepreneurial and innovative. They have the added utility of shifting the regulatory burden away from the state by encouraging (in theory, if not always in practice) improved ethical behaviour by corporate

entities and lessening (again in theory, if not always in practice) the necessity for the state to become enmeshed in direct monitoring of the behaviour of corporate actors. However, not all reforms are equal in

their scale, scope, effectiveness and utility.”
