You will be required to work with two to four other students to form a team of a minimum of three or a maximum of five members in a ‘project tender team’. Students will be allocated into teams in the first

tutorial and must be in a team no later than their third workshop.
You & your group are employed by a major construction project management Company. You are one of several such teams within the Project management Office, that have been placed together for

developing a quote on a major construction project at James Cook University Cairns.
Your team is to deliver a report based on a sub-project within the main construction project. Your team is required to develop a summary preliminary scope which will include an initial constraint, stakeholder

assumption, a WBS and Schedule. These will be used to develop a proposed initial resource and budget. This report will then be the basis used by the PMO to develop an overall project tender.

The Sub-Project pre-tender Report is a structured activity requiring you to write a summary report and devise preliminary plan and budgeted costing to answer a brief based on part of the client’s request for

proposal. You will submit one tender per team. The assignment utilises components from the text book’s Integrated project (chapters 2 p87; chapter 5 p192; chapter 7 p 260; chapter 8 p 295, chapter 10

p364 and chapter 12 p 428). Templates are supplied: Kickoff meeting (needs to be adapted for following meetings); Report – used as guide for final report, additional templates for report – Budget template,

Stakeholders matrix, Risk Matrix can be used as guides and maybe adapted to suit your project. Templates can be accessed within Learnjcu.

Task1: Milestone Meeting:
Each group will be required to go through these stages in order to complete the assignment but will be required to only present one of the following as designated by the course instructor.

Stage 1 – Preliminary scope (Kick-off meeting): (100 pts)
Students will write and prepare a preliminary scope statement, a summation of your groups interpretation of proposal brief given for the Sub-project. This interpretation should include the group’s initial

assumption of the projects: Deliverables, Project Success Criteria, and include an initial Stakeholder Analysis and an initial Constraint Report, and include the assumed boundaries of the project – what is

included and excluded, the group should generate the initial main milestones (expected) based on sub-project proposal brief & the Project proposal notes. They will present these in a report given in a

maximum 5 minute brief power-point presentation done as if at a meeting. Power-point should commence with meeting agenda, using the format of template supplied (Kick-off Meeting Agenda.doc). One third

of the teams will be selected to present and these teams are to hand in a hard copy of their meeting plus any relevant notes.

Stage 2 – Project Scoping (WBS & Gantt Meeting) (100 pts)
Students, using the documentation from stage 1, will generate a more informed and expanded information for the preliminary sub-project scope, aspects of example page 192 of text including responsibility

matrix. This stage is based mainly on further interpretation of project brief and the reports developed from utilising project software specified toward creating the preliminary project plan based on best

estimates to facilitate in creating the tender to the RFP.
For this meeting, groups will need to have expanded on the milestones, adding tasks and subtasks, to create a detailed WBS and schedule using the software. A detailed Gantt chart should be produced and

critical path using rational plan software. From this information, generate a network diagram of main deliverables giving early start & finish, Late start & finish as well as float/slack information.

Students will present a summary of Progress giving the above information in a five (5) minute meeting. First slide should show meeting agenda, adapting the template supplied in stage 1.
A different One third of the teams will be selected to present and these teams are to hand in a hard copy of their meeting plus any relevant notes.

Stage 3 – Project Calculations (Budget meeting) (100 pts)
Students will use the information gathered and the project software to calculate the costs and create a budget report. Ensure resources are not over extended or doubled up (following procedure given in text

on page 428). Use the project software to reduce slack time and level resources. Aim is to streamline project and minimise resources and costs thereby generating best possible tender. Create a graph of

Cumulative Budget Cost v Weeks. Cash flow report, Stakeholders analysis and risk analysis, (use templates supplied and text examples pp260,295,364). Final Meeting is to be presented within a maximum of

five (5) minutes, giving the appropriate supporting reports commencing with meeting agenda slide.
The final third of teams will be selected to present and these teams are to hand in a hard copy of their meeting plus any relevant notes

Task 2: Report – Tender (300 pts)
Students will put together the tender submission. The tender should be a summarised report stating preliminary scope of project – overall bottom line and time required, the constraints of project (what is

included and excluded), success criteria, Stakeholder and Risk Management. The appendix should include the relevant documents developed in the stages. Such as; WBS, Gant Chart, Network diagram,

Critical path, Resources, Costs & Budget documents. Written submission is to be presented in a professional manner by week 10 (Workshop 9) A template is supplied on LearnJCU and may be used and

altered to reflect your project requirements.
