As with the investigation of any allegation of animal
cruelty, it is necessary to be familiar with both the species
and the alleged crime being investigated. Livestock species
may present particular challenges for investigators for
many reasons. Most animal control agencies focus on
companion animals resulting in a significant disparity of
knowledge between species groups. As a result, complaints
regarding livestock are often at least initially investigated
by officers who have little training specific to the species
involved. Unfortunately, the individuals making the initial
determination of the presence or absence of an offense may
have a limited understanding of the requirements for a
particular species or for what constitutes normal.

A pet’s environment will also reveal signs of abuse in some cases. Pets should never be tied up outdoors for an extended period without adequate food or water. On extremely hot or cold days, or when severe

weather conditions are possible, a pet should not be left outside without access to sufficient shelter. Keep an eye out for animals that are kept in cages, crates, or other housing that does not allow them space

to move around naturally, or cases of numerous animals being forced into a small space together.
